net: mvneta: fix bit assignment in MVNETA_RXQ_CONFIG_REG

MVNETA_RXQ_HW_BUF_ALLOC bit which controls enabling hardware buffer
allocation was mistakenly set as BIT(1). This commit fixes the assignment.
