fscrypt: move fscrypt_is_dot_dotdot() to fs/crypto/fname.c

Only fs/crypto/fname.c cares about treating the "." and ".." filenames
specially with regards to encryption, so move fscrypt_is_dot_dotdot()
from fscrypt.h to there.
