tools/turbostat: allow user to alter DESTDIR and PREFIX
When run
make -C tools DESTDIR=/my/nice/dir turbostat_install
get a message
install: cannot create regular file '/usr/bin/turbostat': Permission denied
Allow user to alter DESTDIR and PREFIX variables.
