netfilter: xt_SYNPROXY: add missing header to Kbuild

Matt Whitlock says:

 Without this line, the file xt_SYNPROXY.h does not get installed in
 /usr/include/linux/netfilter/, and thus user-space programs cannot make
 use of it.
