rapidio/tsi721: use PCI_EXP_DEVCTL2_COMP_TIMEOUT macro

Use the existing PCI_EXP_DEVCTL2_COMP_TIMEOUT macro instead of hard-coding
the PCIe Completion Timeout Value mask.  No functional change intended.
