net_sched: fix another regression in cls_tcindex

Clearly the following change is not expected:

	-       if (!cp.perfect && !cp.h)
	-               cp.alloc_hash = cp.hash;
	+       if (!cp->perfect && cp->h)
	+               cp->alloc_hash = cp->hash;
