drm/i915: Assume we implement WaStripsFansDisableFastClipPerformanceFix:snb

Based on the name, the workaround we implement is
WaStripsFansDisableFastClipPerformanceFix. Unfortunately there's no
description in the w/a database, so this is just a guess.
