PM / devfreq: Send the DEVFREQ_POSTCHANGE notification when target() is failed

This patch sends the DEVFREQ_POSTCHANGE notification when
devfreq->profile->targer() is failed. The PRECHANGE/POSTCHANGE
should be paired.
